Should the City of Freeport adopt the managerial form of municipal government?

What is the managerial form of government?

The managerial form is the system of local government that combines the strong political leadership of elected officials in the form of a Council and Mayor, with the strong managerial experience of an appointed local City Manager. The form establishes a representative system where all power is concentrated in the elected Council and where the Council hires a professionally trained manager to oversee the delivery of public services.

Why would Freeport want to change to a managerial form of government?

Adopting the managerial form of government will bring a non-political, professional City Manager to oversee Freeport’s vital departments. Council members and a part-time Mayor will still form the city Council. This allows the Council to serve strictly as the elected voice of the people, focusing on policy and budget oversight.

The citizens elect the Council members and Mayor, forming the Council. The Council hires a professional City Manager, sets policy, and approves budgets. The City Manager oversees city departments, implementation of policy and adherence to budgets. Changing Freeport’s city government is a crucial step forward for our great city.

Some may wonder whether this effort is a reaction to any current or former Mayor of Freeport. It is not. In the long run, it’s clear that no matter how hard-working and well-intentioned an elected Mayor might be, he/she cannot reasonably be expected to have the training, experience, and expertise that is necessary to manage the increasingly complex issues that face us today.

We want Freeport to be a community led by a Council, Mayor and City Manager where:

   • Individuals and families want to live and businesses are encouraged to succeed.
   • Core services provided by the City support residents and help businesses maximize their potential.
